HCS HB 1746 -- VETERANS' PROGRAMS SPONSOR: Jackson (Day) COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Veterans by a vote of 8 to 0. Currently, the Executive Director of the Missouri Veterans Commission approves and administers veterans' programs in which the historical significance of veteran service can be dedicated to outreach and education inside public schools, veteran cemeteries, veteran homes, and other institutions. The Veterans' Historical Education Trust Fund finances these programs and is administered by the commission. This substitute transfers the administration of these programs and the fund to the Lieutenant Governor. FISCAL NOTE: No impact on state funds in FY 2007, FY 2008, and FY 2009. PROPONENTS: Supporters say that a program was put in place to videotape veterans' stories, but it never got off the ground. The bill simply transfers the program from the Missouri Veterans Commission to the Office of the Lieutenant Governor. The commission supports the transfer because it is an important program for which it does not have time to complete.
