HB 1141 -- Distribution of Gaming Commission Funds

This bill changes the distribution of some of the remaining net
proceeds in the Gaming Commission Fund and specifies that no more
than 20% of the proceeds can be used for the administrative costs
of the commission.  The first $500,000 will continue to be
appropriated on a per-capita basis to certain cities and counties
that have demonstrated a need for funding community neighborhood
organization programs for the homeless and to deter gang-related
violence and crimes.  The remaining money in the fund will be
transferred to the Missouri College Guarantee Fund, the Veterans'
Commission Capital Improvement Trust Fund, the Missouri National
Guard Trust Fund, and the Early Childhood Development, Education,
and Care Fund, with each receiving 25%.

Currently, $4.5 million is transferred to the Missouri College
Guarantee Fund; $3 million to the Missouri National Guard Trust
Fund; $3 million to the Veterans' Commission Capital Improvement
Trust Fund; and the remaining moneys, up to a maximum of $28
million, to the Early Childhood Development, Education, and Care
Fund.
