HB 1223 -- Management of State Buildings

This bill modifies the requirements for designing, building, and
managing state buildings.

The responsibilities of the Capitol Review Commission are
transferred to the Second State Capitol Commission.  The
commission is required to establish written guidelines for the
selection and placement of plaques, monuments, statues, pictures,
and other articles in state buildings or on grounds under the
control of the Board of Public Buildings.

The bill clarifies that the Division of Facilities Management,
Design, and Construction within the Office of Administration will
supervise the design, construction, and management of state
facilities and authorizes prequalification or debarment of
contractors and design-build contracts in certain circumstances.

The par-value limit of revenue bonds for state projects is
increased to $775 million.  The purchase amount requiring
advertising of state contracts and bonding for public works
contracts is increased from $25,000 to $100,000.

Obsolete provisions of Chapter 8, RSMo, are repealed.
