HB 1293 -- Missouri Uniform Communications Act for Homeland
Security

Sponsor:  Wildberger

This bill establishes the Missouri Uniform Communications Act for
Homeland Security.  The bill:

(1) Specifies that it is the public policy of this state to
promote effective, ubiquitous, and interoperable public safety
communications in real time and on demand between all personnel
of all state and local agencies;

(2) Establishes the Public Safety Communications Committee and
specifies its membership. All public safety agencies must submit
a plan to the committee for approval when requesting state or
federal funds disbursed by the state for wireless communication
programs. All purchases made by the Commissioner of the Office
of Administration for wireless communication products for public
safety must meet the standards outlined by the committee;

(3) Requires the Governor to annually provide the General
Assembly with a homeland security spending analysis report. This
report must include a detailed listing of all funds received and
spent for homeland security; and

(4) Abolishes the Committee on State-operated Wireless
Communication Systems created in 1998.
