HB 1364 -- Specialty License Plates

Currently, the Joint Committee on Transportation Oversight must
have an unanimous vote for approval of an application for a
specialty license plate, and no application is approved if a
signed petition showing opposition to the proposed plate is
submitted by five members of the House of Representatives or two
members of the Senate.  This bill allows a majority vote of
committee members at a meeting at which at least a quorum is
present for approval of a speciality license plate.
