HB 1453 -- Head Injury Advisory Council

This bill transfers the Missouri Head Injury Advisory Council
from the Office of Administration to the Department of Health and
Senior Services.  Members of the council serving since
February 2, 2005, will continue to fulfill their current terms.
Thereafter, the council will decrease from the present 25 members
to 18; and all members will be appointed by the department
director with at least four members with head injuries or
relatives of persons with head injuries and 14 members from
professions that administer programs regarding mental health,
education, public health, public safety, insurance, and the
Missouri Medicaid Program.

The full council will meet at least twice a year or at the call
of the council chairperson, and subcommittees can meet on an
as-needed basis.  Currently, the council is required to meet at
once least every 90 days.

All powers, functions, and duties of the Division of Injury
Prevention, Head Injury Rehabilitation and Local Health Services
will also be transferred to the department.  The department is
required to develop the rules necessary to prescribe policies or
standards which affect the charges and funding of adult head
injury rehabilitation services and rules establishing a
reasonable standard means test.
