HB 1514 -- County Budgets

This bill authorizes county commissions to withhold up to 3% of
the allotments of appropriations for expenditures to any
department upon approval of the county budget.  In its budget
estimate, each department must set aside 3% of appropriations for
expenditures, except for salaries, in a reserve fund that can be
expended only with county commission approval.  If revenues match
or exceed estimates, the commission may release the reserve
funds.
