HB 1723 -- Mercury Emissions

This bill requires any person who emits 30 or more pounds of
mercury per year and is required to file an annual emissions
inventory questionnaire to pay a fee of $1,000 per pound of
mercury emitted to the Air Pollution Control Program in the
Department of Natural Resources.  Revenue from the fees will be
used to pay the administrative costs of the program, and all
other revenue will be allocated to the Bureau of Special Health
Care Needs in the Division of Maternal, Child, and Family Health
in the Department of Health and Senior Services.
