Summary of the Introduced Bill

HB 1799 -- Human Cloning and Somatic Cell Nuclear Transfer
Technology Commission

This bill establishes the Human Cloning and Somatic Cell Nuclear
Transfer Technology Commission to investigate and report the
medical, scientific, ethical, and legal consequences of human
cloning and somatic cell nuclear transfer research and therapy.
The commission will issue a final report to the Governor and
General Assembly within one year of the creation of the
commission.

Until the commission issues its final report and state laws are
enacted governing the practice of human cloning and somatic cell
nuclear transfer technology, individuals are prohibited from
knowingly engaging or participating in human cloning, knowingly
using public funds to engage or attempt to engage in human
cloning, knowingly using public facilities for engaging in or
attempting to engage in human cloning, and utilizing somatic cell
nuclear transfer technology.  Public employees are also
prohibited from allowing other individuals to engage in or
attempt to engage in human cloning while using public funds or
public facilities.

Violation of the bill will be a class B felony.
