HB 1963 -- Law Enforcement Officer Certification Sponsor: St. Onge This bill authorizes the State Highway Patrol to establish certification procedures and reasonable fees for the certification of law enforcement officials enforcing commercial motor vehicle safety laws and regulations. The certification procedures will include, but are not limited to, initial and maintenance of certification; delineation of roles and responsibilities within the specific agency and coordination with the highway patrol; data collection, maintenance, and upload to state information systems; computer hardware, software, and communications systems compatible with the highway patrol; fine and sanction structure; and disposition of moneys generated by fines. Certification procedures and commercial motor vehicle safety enforcement and inspection activities of all law enforcement officials of a political subdivision must conform to the memorandum of understanding between the state and the national Commercial Vehicle Safety Alliance. Beginning July 1, 2007, no law enforcement officer may make an arrest, issue a citation, or conduct a commercial motor vehicle roadside inspection to determine compliance with Chapters 304 and 307, RSMo, without completing the basic course of instruction developed by the alliance and being certified by the highway patrol.Copyright (c) Missouri House of Representatives
