Summary of the Introduced Bill

HB 1992 -- Lobbying and Election Campaign Requirements

This bill changes the laws regarding lobbying and campaign
finance requirements.  In its main provisions, the bill:

(1)  Requires lobbyists to include expenditures on behalf of any
majority or minority caucus of the General Assembly in their
monthly reports to the Missouri Ethics Commission;

(2)  Prohibits lobbyists from providing travel, lodging, or
tickets to any public official or the official's employees,
spouses, and dependent children unless the expenditure is
approved by the Administration and Accounts Committee of the
House of Representatives or the Administration Committee of the
Senate;

(3)  Prohibits legislative political party committees from making
campaign contributions to candidates for the General Assembly or
any other statewide office;

(4)  Prohibits candidates for the General Assembly or any other
statewide office from accepting contributions while the General
Assembly is in session.  Candidates in a special election for
these positions may accept contributions from the date of their
nomination until the date of the election; and

(5)  Requires candidates for the General Assembly or statewide
office to file the committee disclosure reports required by
Section 130.041, RSMo, on the last day of each month until 21
days before the election, after which the reports must be filed
every 24 hours.  The report will cover contributions made from
the first of the month until the twenty-fifth of each month.
Reports will be filed electronically with the commission which is
authorized to make rules regarding electronic filing.
