HB 2052 -- Neighborhood Improvement Districts

This bill limits real property owners of record to one signature
on a petition to establish a neighborhood improvement district,
regardless of how many parcels are owned in the proposed
district.  Neighborhood improvement districts in existence prior
to August 28, 2006, where two-thirds of the district property is
owned by a single person or entity, are nullified and any debt
must be assumed by the governing body of the city or county.
