HB 2095 -- Natural Gas

This bill creates a civil penalty of up to $10,000 for each
violation of any Missouri Public Service Commission rule that
implements federally mandated natural gas safety requirements.
The commission may take into consideration culpability, history
of prior violations, ability to pay, efforts at compliance, and
other relevant factors when assessing a fine.  Each violation is
treated as a separate offense, and noncompliance by agents of
corporations and utilities will be attributed to the corporate
entity itself.
