HB 2131 -- Driver's Licenses Sponsor: Quinn This bill requires any applicant for a driver's license or a temporary permit who is 15 to 18 years old and attends public school to present a certificate from his or her school stating that the applicant has complied with the school district's standards for eligibility for a driver's license or temporary permit. A school district's standards must ensure that students continue to make educational progress. If an applicant does not achieve the school district's standards, the applicant's driver's license test will be postponed until the applicant demonstrates the district's standards have been achieved. Any person who is emancipated and does not meet the qualification may request his or her district's school board to grant a waiver from the requirements. School boards will grant a waiver if it determines that having a license to operate a motor vehicle is in the best interest of the individual. Any person who drops out of school and earns a GED will be granted, upon request, a waiver from these requirements. The Department of Elementary and Secondary Education, in cooperation with the Department of Revenue, must promulgate a model or models for school district standards. Any person who knowingly submits false information to the Department of Revenue will be guilty of a class C misdemeanor. The bill becomes effective January 1, 2009.Copyright (c) Missouri House of Representatives
