HJR 54 -- Public Nuisances

This proposed constitutional amendment repeals, upon voter
approval, the authorization for charter cities and counties to
enact ordinances allowing for redevelopment of blighted areas and
the taking of property by eminent domain and authorizes them to
enact ordinances which protect property owners from public
nuisances.  A lien may be imposed on the offending property in an
amount equal to any public funds expended to abate the nuisance,
and the lien may be enforced in the same manner as tax liens.
