AN ACT
To appropriate money for scholarships, planning, expenses, and for capital improvements including, but not limited to, major additions and renovations, new structures, and land improvements or acquisitions for the fiscal period beginning July 1, 2006 and ending June 30, 2007.
Be it enacted by the General Assembly of the state of Missouri, as follows:
There is appropriated out of the State Treasury, to be expended only as provided in Article IV, Section 28 of the Constitution of Missouri, for the purpose of funding each department, agency, program, and purpose enumerated in each section for the item or items stated, and for no other purpose whatsoever chargeable to the fund designated, providing that no funding shall be expended to build and equip buildings and laboratories that would engage in activities defined under Section 196.1127 RSMo, for the period beginning July 1, 2006 and ending June 30, 2007, as follows:
