AN ACT
To amend chapter 1, RSMo, by adding thereto one new section relating to public funding of certain research.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 1, RSMo, is amended by adding thereto one new section, to be known as section 1.218, to read as follows:
1.218. 1. No state funds shall be used for somatic cell nuclear transfer or human embryonic stem cell research.
2. For purposes of this section, the following terms mean:
(1) "Blastocyst", a preimplantation embryo consisting of a sphere made up of the trophectoderm (an outer layer of cells), the blastocoel (a fluid-filled cavity), and the inner cell mass (a cluster of cells on the interior);
(2) "Human embryonic stem cell", a type of pluripotent stem cell derived from the inner cell mass of a blastocyst;
(3) "Pluropotent", the ability of a single stem cell to develop into many different cell types of the human body;
(4) "Somatic cell nuclear transfer", transferring the nuclear material of a human somatic cell into an egg cell from which the nuclear material has been removed or rendered inert.
