AN ACT

To amend chapter 574, RSMo, by adding thereto one new section relating to committing a terrorist act, with a penalty provision.




Be it enacted by the General Assembly of the state of Missouri, as follows:


            Section A. Chapter 574, RSMo, is amended by adding thereto one new section, to be known as section 574.150, to read as follows:

            574.150. 1. A person commits the crime of committing a terrorist act if that person knowingly commits or attempts or conspires to commit any felony or misdemeanor offense with the intent to:

            (1) Intimidate or coerce a civilian population through an act of violence; or

            (2) Influence the policy of a unit of government by intimidation or coercion through an act of violence; or

            (3) Affect the conduct of a unit of government by murder, assassination, or kidnapping.

            2. Committing a terrorist act is a felony for which the authorized punishment shall be death, except that, if a person has not reached his or her sixteenth birthday at the time of the commission of the crime, the punishment shall be imprisonment for life without eligibility for probation or parole, or release except by act of the governor.
