AN ACT
To amend chapter 50, RSMo, by adding thereto one new section relating to local political subdivisions.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 50, RSMo, is amended by adding thereto one new section, to be known as section 50.632, to read as follows:
50.632. Upon the approval of the county budget, the county commission may withhold up to three percent of the allotments of appropriations for expenditures to any department, office, institution, commission, or court. Each such department, office, institution, commission, or court shall in its budget estimates set aside three percent of the appropriations for expenditures as a reserve fund which shall be subject to expenditure only with approval of the county commission; provided, that this shall not apply to amounts to pay salaries fixed by law. At the end of each July and after the end of the third quarter of each fiscal year, if it appears that the revenues in any fund for the fiscal year will match or exceed the estimated revenues, the commission may release any amount of the allotments of appropriations for expenditures withheld upon the approval of the county budget.
