AN ACT
To repeal section 409.107, RSMo, and to enact in lieu thereof one new section relating to the issuance of bonds.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Section 409.107, RSMo, is repealed and one new section enacted in lieu thereof, to be known as section 409.107, to read as follows:
409.107. [No investment firm, legal firm offering bond counsel services, or any persons having an interest in any such firms shall be involved in any manner in the issuance of bonds authorized by an election in which the firm or person made any contribution of any kind whatsoever to any campaign in support of the bond election] Any investment firm offering municipal bond underwriting of financial advisory services, or law firm offering bond counsel services, or any person having an interest in such firms shall limit their contributions in the campaign in support of a general obligation bond election to an in-kind nature consisting of organization suggestions, promotional materials development, preparation of suggested election strategies, attendance at public forums to answer questions regarding the financing and legal issues involved, and other activities that do not involve any direct financial contribution.
