AN ACT
To amend chapter 170, RSMo, by adding thereto one new section relating to driver's education.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 170, RSMo, is amended by adding thereto one new section, to be known as section 170.017, to read as follows:
170.017. Each high school as defined in section 160.011, RSMo, shall offer driver's education courses at no cost to the student during each regular school year. Such courses shall consist of classroom training and behind-the-wheel driver training, with each student receiving at least twenty hours of classroom instruction and twenty hours of personal driving experience. A successful completion of a course offered under this section shall satisfy the driving experience requirements of subdivision (4) of subsection 1 of section 302.178, RSMo. Each instructor shall possess a driver's education endorsement on a teaching certificate issued by the department of elementary and secondary education. No student shall be permitted to operate a motor vehicle without an instruction permit issued by the department of revenue under section 302.130, RSMo.
