AN ACT
To appropriate money for scholarships, planning, expenses, to transfer money among certain funds, and for capital improvements including, but not limited to, major additions and renovations, new structures, and land improvements or acquisitions for the fiscal period beginning July 1, 2006 and ending June 30, 2007.
Be it enacted by the General Assembly of the state of Missouri, as follows:
There is appropriated out of the State Treasury, to be expended only as provided in Article IV, Section 28 of the Constitution of Missouri, for the purpose of funding each department, agency, program, and purpose enumerated in each section for the item or items stated, and for no other purpose whatsoever chargeable to the fund designated, provided that no funding shall be expended to build or equip buildings or laboratories that would engage in research for which public funding is prohibited pursuant to Section 196.1127, RSMo., for the period beginning July 1, 2006 and ending June 30, 2007, as follows:
