HB 1052 -- COMMUNITY IMPROVEMENT DISTRICTS SPONSOR: Brown (50) COMMITTEE ACTION: Voted "do pass" by the Special Committee on Urban Education Reform by a vote of 8 to 0. This bill authorizes community improvement districts that are political subdivisions to sponsor and operate a polytechnic institute for science and technology within the city or county which authorized the district. FISCAL NOTE: No impact on state funds in FY 2008, FY 2009, and FY 2010. PROPONENTS: Supporters say that coordinating workforce development with economic development would be easier if the economic development entity could create a polytechnic school to supply a technically educated workforce. The bill clarifies a power that is inherent in Chapter 67, RSMo. Testifying for the bill were Representative Brown (50); Lou Austin, 3-Trails Village Community Improvement District; and Dr. Elizabeth Noble.
