HB 224 -- DRIVER'S LICENSES FOR CONVICTED SEXUAL OFFENDERS SPONSOR: Franz COMMITTEE ACTION: Voted "do pass" by the Special Committee on Family Services by a vote of 10 to 0. This bill restricts the driver's license of a convicted sexual offender to one year unless the license is issued for a shorter period of time due to other requirements of law. A license will be revoked if the offender fails to register on the Sexual Offender Registry as required by law. A sexual offender's driver's license will predominately display a unique code or identifier. The fee for the one-year license will be $7.50. The State Highway Patrol may provide a list which includes the full name, address, and Social Security number of registered sexual offenders to the Department of Revenue. FISCAL NOTE: Estimated Cost on General Revenue Fund of $6,000 in FY 2008, $0 in FY 2009, and $0 in FY 2010. Estimated Income on Other State Funds will not exceed $75,000 in FY 2008, FY 2009, and FY 2010. PROPONENTS: Supporters say that there is a problem with keeping track of sexual offenders, and law enforcement needs a tool to locate offenders. By putting an indicator on the offender's driver's license, additional protection is provided to the community and will help law enforcement stay informed of the activities and location of the sexual offender.
