Summary of the Committee Version of the Bill

HB 312 -- COUNTY OFFICIAL SALARIES

SPONSOR:  Wallace

COMMITTEE ACTION:  Voted "do pass" by the Special Committee on
Government Affairs by a vote of 7 to 0.

This bill requires a vote of two-thirds or more of all the
members of the county salary commission to decrease the salary of
any county official.  All county officials will receive the same
percentage decrease.

The lowering of county official salaries below the level being
paid on August 28, 2005, is retroactively prohibited, and any
action or vote doing so is voided.

The bill contains an emergency clause.

FISCAL NOTE:  No impact on state funds in FY 2008, FY 2009, and
FY 2010.

PROPONENTS:  Supporters say that the bill prevents county salary
commissioners from singling out certain employees for salary
cuts.  The bill clarifies the current statute and prevents salary
commissioners from using the statute to justify the reduction of
salaries of individuals who are members of rival political
parties.

Testifying for the bill were Representative Wallace; and Missouri
County Collectors Association.

OPPONENTS:  There was no opposition voiced to the committee.
