HB 42 -- ST. LOUIS BOARD OF POLICE COMMISSIONERS SPONSOR: Portwood COMMITTEE ACTION: Voted "do pass" by the Committee on Crime Prevention and Public Safety by a vote of 11 to 0. This bill repeals the requirements that the St. Louis Board of Police Commissioners establish the Bertillon system of identification of criminals and employ additional assistance to conduct and manage the department. FISCAL NOTE: No impact on state funds in FY 2008, FY 2009, and FY 2010. PROPONENTS: Supporters say that the bill repeals an obsolete statute that requires the Bertillon system to be used to identify people. Fingerprints and DNA evidence are currently used to identify individuals. Testifying for the bill were Representative Portwood; and St. Louis Police Leadership Organization.
