HB 941 -- UNIVERSITY OF MISSOURI DONOR FINANCIAL RECORDS SPONSOR: Kingery COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Higher Education by a vote of 7 to 0. This bill allows the University of Missouri curators to close the records of donors or potential donors when they contain personal financial information that federal or Missouri tax authorities are allowed or required to treat as confidential under law and rule, credit reports, banking information, or personal financial documents such as estate plans. FISCAL NOTE: No impact on state funds in FY 2008, FY 2009, and FY 2010. PROPONENTS: Supporters say that because the University of Missouri does not have a 501(c)(3) foundation and because of recent changes in the Open Meetings Law, commonly referred to as the Sunshine Law, a statute that permits the university to treat the private financial matters of its donors and potential donors as other universities do is necessary. Testifying for the bill were Representative Kingery; University of Missouri; and University of Central Missouri.
