HB 1018 -- Contraception Information Sponsor: Wright-Jones (63) This bill changes the laws regarding the availability and dispersal of contraception information. In its main provisions, the bill: (1) Prohibits a person or entity that opposes contraception from providing course materials or instruction to students regarding human sexuality or sexually transmitted diseases or from distributing unsupported medical information about contraception; (2) Establishes the Compassionate Assistance for Rape Emergencies (CARE) Act which requires health care facilities to follow the standard of care procedures for sexual assault victims needing emergency care and requires that those providing care to these victims give emergency contraception information that is objective and medically and factually accurate; (3) Requires the Department of Health and Senior Services to develop informational materials on emergency contraception for distribution to health care facilities; (4) Imposes a $5,000 administrative penalty per violation for a health care facility that violates a provision of the CARE Act; (5) Establishes the Birth Control Protection Act which prohibits unreasonable governmental intrusions, laws, or interference with a consenting individual's right to obtain and use methods of contraception; (6) Establishes a women's health services program to reduce the number of unintended pregnancies by providing health services including cancer checks, sexually transmitted disease and HIV screenings, contraception and family planning, infertility treatment, pre-pregnancy counseling, education on sexual coercion and violence in relationships, and prenatal care; and (7) Requires pharmacies to fill a customer's prescription in a manner that does not delay or prohibit the dispensing of any prescription order.Copyright (c) Missouri House of Representatives
