HB 1039 -- Drug Testing of Construction Employees on School
Property

This bill requires any entity providing construction services on
the property of a school, college, university, or state-owned
building to have a drug and alcohol testing program.  Certain
requirements that must be included in the program are specified.

An employer who knowingly allows an employee to work on a public
project without the specified requirements regarding the testing
is subject to a separate fine, imprisonment, or both for each day
that the violation continues.
