HB 1047 -- Teacher Transfers

This bill allows principals of provisionally accredited or
unaccredited school districts to refuse a teacher's request to
transfer to another school.  School boards in these districts are
prohibited from adopting policies that allow a priority for
teachers who request transfers from a school after April 15.
