HB 1048 -- Teacher Bill of Rights Act

This bill establishes the Teacher Bill of Rights Act which
prohibits teacher associations from using payroll deductions for
disbursement to a committee, as specified under the Campaign
Disclosure Law, unless written consent has been given within the
past 12 months.  The bill contains guidelines for the consent
form and for handling deductions that contain more than a
committee contribution.
