HB 1219 -- Education Renewal Commissions

This bill requires the appointment of an education renewal
commission when the State Board of Education declares a school
district of more than 10,000 students unaccredited.  The bill
specifies the membership of the commission, which will be funded
through and supported by the Department of Elementary and
Secondary Education.  The commission or, in the case of the
re-establishment of the transitional district in St. Louis, the
special administrative board will develop a plan to divide the
district into no fewer than five districts and a transportation
plan.  The plans must be developed before the date of lapse or by
the opening of the next school year after the date of lapse.  The
original school district will continue to exist for tax purposes.
The educational renewal commission or the special advisory board
may sponsor charter schools if these schools are permitted in the
district.  Students may attend any district created under the
plan.
