HB 1221 -- Neighborhood Improvement Districts

Currently, a neighborhood improvement district may be formed by
voter approval or by petition.  If the district is formed by
voter approval, it must be approved by the same percentage margin
required for the city or county to issue general obligation
bonds.  This bill eliminates the petition method for forming a
district and specifies that the voter-approval method must be
approved by two-thirds of the voters.
