HB 31 -- Eminent Domain Displacement Payments

This bill defines the terms "displaced person," "eminent domain
user," "public purpose," "public use," and "revenue-generating
enterprise" and establishes procedures for a person to receive a
pro-rata share of a revenue-generating enterprise's
Missouri-source gross income after being displaced from his or
her property as a result of the use of eminent domain.  Each
affected revenue-generating enterprise will pay 2% of its
Missouri-source gross income to the Missouri Condemnation
Proceeds Equity Fund, from which a person may collect proceeds
equal to his or her share of displaced property.

The provisions of the bill will expire six years from the
effective date.
