HB 370 -- Family Farm Property Rights Protection Act of 2007 Sponsor: Fisher This bill establishes the Family Farm Property Rights Protection Act of 2007 which prohibits state agencies from: (1) Restricting landowners' and farmers' rights to own, breed, transport, sell, and market by hunting with firearms certain captive-reared gamebirds and waterfowl; (2) Restricting landowners' and farmers' rights to allow pheasants, quail, chukars, exotic partridges, and properly marked captive-reared mallard ducks to freely range on their land and bodies of water located on their land; (3) Requiring landowners and farmers to confine pheasants, quail, chukars, exotic partridges, and properly marked captive- reared mallard ducks past six weeks of age; and (4) Promulgating rules more restrictive than federal laws and regulations for captive-reared mallard ducks under the Migratory Bird Treaty Act. The Department of Agriculture is allowed to temporarily quarantine captive-reared gamebirds and waterfowl in case of an animal health emergency. Landowners and farmers are required to obtain all required permits from the appropriate agencies before they own, breed, transport, sell, and hunt captive-reared gamebirds and waterfowl.Copyright (c) Missouri House of Representatives
