HB 481 -- Commissioner's Advisory Council on Teacher Quality

Sponsor: Sutherland

Currently, the Missouri Advisory Council of Certification for
Educators is composed of 25 members who make recommendations on
various aspects of teacher certification. This bill renames the
council as the Commissioner's Advisory Council on Teacher Quality
and adds two additional members. The 15 members who must be
active public school classroom teachers may include counselors,
librarians, and vocational teachers. The remaining membership
must be one school board member, one State Board of Education
member, four administrators from different grade levels and a
central administrative office, four members representing public
and private higher education institutions with teacher education
programs, and two members appointed by the Commissioner of
Education. In addition to its current duties, the council will
make recommendations on standards for measuring professional
development and induction programs including a review of programs
and moneys appropriated through the funding formula for the
commissioner's use on critical areas of need.
