HB 587 -- Unauthorized Ticket Resale

This bill creates the crime of unauthorized ticket resale, a
misdemeanor, when any person, firm, or corporation knowingly
purchases a quantity of tickets which exceeds the maximum limit
with the intent to resell them unless the person, firm, or
corporation is the original seller of the tickets.

The bill also specifies that if the event organizer and the
operator of the event's location authorize admission tickets to
the event, except student tickets issued by Missouri universities
for sporting events, to be resold for more than the price printed
on the ticket, the tickets may be offered for resale through any
web site if it guarantees a full refund upon the cancellation of
the event, denied admission to the event by no fault of the
purchaser, or failure to deliver the ticket in the manner
described which results in the purchaser's inability to attend
the event.
