HB 690 -- Open Enrollment Sponsor: Baker (123) Beginning in the 2008-2009 school year, this bill allows open enrollment of students from an unaccredited or provisionally accredited district. Host school districts will be accredited districts that border the sending district. Open enrollment will be available during the period of provisional or unaccredited status. Once a district returns to accreditation with no provisions, new students will not be accepted but those who are currently attending a host district will be allowed to finish the highest grade available. School districts must have a policy to define class size for open enrollment purposes, using the state minimum teacher-pupil ratio. When not enough seats are open, the host district must have a process that ensures equal chances of admission, but preferences for siblings of children who already attend are permitted. Open enrollment students carry an additional five-tenths as a pupil weight for average daily attendance or will be calculated at the per-pupil amount of the sending district, whichever is higher. The parent or guardian of the student is responsible for the transportation to the school. The bill also contains provisions regarding sports participation, assessments, and intradistrict open enrollment.Copyright (c) Missouri House of Representatives
