HB 713 -- Health Plans for Small Employers

This bill allows small employers to obtain medical coverage
through the Missouri Consolidated Health Care Plan, the health
insurance plan offering coverage to state employees.  Any
employer with an average of 50 or fewer employees during the
preceding calendar year and who employs at least one person on
the first day of the plan year qualifies as a small employer.
The plan's board is authorized to administer the coverage
provided to small employers but is required to maintain a
separate account for all premiums and other income it receives
from providing that coverage.
