HJR 33 -- Appointment of Judges

Upon voter approval, this proposed constitutional amendment
repeals the nonpartisan selection of judges in Missouri.
Beginning January 1, 2009, judicial appointments will be made by
the Governor and confirmed by the Judicial Confirmation
Commission, comprised of three members of the Missouri Bar to be
appointed by the Governor, two members of the Missouri Bar
currently serving as members of the General Assembly to be
appointed by the Speaker of the House of Representatives, and two
members of the Missouri Bar currently serving as members of the
General Assembly to be appointed by the President Pro Tem of the
Senate.  The commission must consider recommendations made by the
Missouri Bar during the confirmation process which include
exceptionally qualified, qualified, no opinion, or not qualified.
