HJR 5 -- Initiative Petitions

Sponsor:  Kuessner

Upon voter approval, this proposed constitutional amendment
modifies the requirements for submitting initiative petitions
that propose constitutional changes by requiring 15% of legal
voters in two-thirds of the congressional districts in Missouri
to sign the petition before it can be placed on the ballot.
Currently, the signatures of 8% of the legal voters in two-thirds
of Missouri's congressional districts are required to place a
constitutional amendment on the ballot.
