HCS#2 HB 28 -- CARRIERS OF HOUSEHOLD GOODS (Cunningham, 86) COMMITTEE OF ORIGIN: Special Committee on Energy and Environment This substitute allows a common carrier of household goods to file an application with the Highways and Transportation Commission for approval of rates to reflect increases and decreases in the carrier's costs. The filing of the application will follow similar rules that govern rate adjustments requested by electrical, gas, or water companies. The commission will determine the form in which the application is to be made. Beginning January 1, 2008, motor carriers that transport household goods will be prohibited from operating wholly in municipalities, between contiguous municipalities, or in commercial zones without obtaining authority from the Department of Transportation. Currently, household carriers are exempt from the rules and regulations of Chapter 390, RSMo, if their operations are restricted to those described areas. FISCAL NOTE: No impact on General Revenue Fund in FY 2008, FY 2009, and FY 2010.
