Summary of the Truly Agreed Version of the Bill

SS HB 579 -- EMERGENCY MANAGEMENT

This bill transfers the State Emergency Management Agency from
the Office of the Adjutant General to the Department of Public
Safety and allows for the deployment of any health care provider
who is licensed, registered, or certified in this or any other
state and volunteers during an emergency declared by the
Governor.  Currently, only workers licensed, registered, or
certified in this state are allowed to be deployed.  The bill
grants the volunteers immunity from civil damages for their
services unless the damages are due to willful and wanton acts or
omissions in rendering care.  The Department of Health and Senior
Services is allowed to recruit, train, and accept the services of
citizen volunteers to dispense medication in a public health
emergency.

The bill contains an emergency clause.
