AN ACT
To amend chapter 67, RSMo, by adding thereto one new section relating to media access at certain sports stadiums.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 67, RSMo, is amended by adding thereto one new section, to be known as section 67.659, to read as follows:
67.659. 1. Except as provided in section 67.653, any entity that owns, operates, or leases a sports stadium for which ten percent or more of the construction costs are derived from state or local taxes shall not prohibit a member of the broadcast or print media from reasonable access to the sidelines of the playing area to obtain photographic or video coverage of a sporting event that is open to the public other than enforcing such reasonable rules necessary to preserve the health and safety of the public and the players.
2. A member of the broadcast or print media who is denied reasonable access to the sidelines or the playing area may bring a cause of action in the circuit court with jurisdiction where the stadium is located to recover actual damages.
