            Whereas, Hurricane Katrina damaged over 200,000 Gulf Coast homes; and

 

            Whereas, Hurricane Katrina destroyed schools, hospitals, roads, community centers, bridges, parks, and forest lands; and

 

            Whereas, the federal government's response to this unprecedented disaster has been ineffective and weak; and

 

            Whereas, the evacuation process, deaths, injuries, and aftermath of Hurricane Katrina dramatically emphasize disparities of race and income that are yet to be eradicated in the United States; and

 

            Whereas, 101,000 Louisianans have applied for aid to rebuild their homes, and only 257 people have received grants; and

 

            Whereas, during the Great Depression, when the United States faced a crisis, our country created 800,000 jobs in two weeks, and more than three million jobs in two months through the Works Project Administration; and

 

            Whereas, the public workers during the Great Depression built or repaired 2,500 hospitals, 6,000 schools, 13,000 playgrounds, and even built the Golden Gate Bridge; and

 

            Whereas, a WPA-like project for the Gulf Coast could rebuild homes and shattered lives, and restore faith in our federal government; and

 

            Whereas, the rebuilding of the Gulf Coast is not a Democrat or Republican issue, but an American issue:

 

            Now, therefore, be it resolved that the members of the House of Representatives of the Ninety-fourth General Assembly, First Regular Session, the Senate concurring therein, hereby urge, on behalf of its citizens, the passage of federal legislation based on the Gulf Coast Civic Works Project, a national effort to create 100,000 jobs for Gulf Coast residents to rebuild their communities; and

 

            Be it further resolved that the Chief Clerk of the Missouri House of Representatives be instructed to prepare properly inscribed copies of this resolution for George W. Bush, President of the United States, and each member of the Missouri Congressional Delegation.
