GENERAL ASSEMBLY

: Authorizes research and appropriations staff of the House and Senate to assist the Joint Committee on Corrections with inspections of correctional facilities

: Extends the expiration date for the Joint Committee on Terrorism, Bioterrorism, and Homeland Security and the provisions regarding the Open Records and Meetings Law

: Repeals certain provisions of law which have expired, sunset, terminated, or are ineffective as identified by the Joint Committee on Legislative Research

: Prohibits members of the General Assembly from accepting any tangible or intangible item, service, or anything of value from a lobbyist

: Prohibits the Department of Agriculture from requiring participation in the National Animal Identification System without authorization from the General Assembly

: Requires statewide elected officials and members of the General Assembly to report any use of a private plane, the cost of the flight, and all the passengers within 72 hours after the flight

: Prohibits the possession or consumption of alcohol in the State Capitol or on the State Capitol grounds

: Prohibits gubernatorial appointees from holding office in or contributing to political parties or organizations and from taking part in any political campaign during their term of office

: Establishes the Legislative Budget Office within the Joint Committee on Legislative Research

: Renames the Division of Mental Retardation and Developmental Disabilities within the Department of Mental Health to the Division of Developmental Disabilities

: Requires the Department of Health and Senior Services to equitably distribute to each area agency on aging any additional funds appropriated by the General Assembly for certain elderly services

: Requires all language used in new legislation, resolutions, regulations, and other published materials to use respectful language when referring to persons with physical and mental disabilities

: Limits the salary that a member of the General Assembly can receive in Fiscal Year 2009

: Establishes the HCH Scholarship Program which authorizes a tax credit for contributions to an educational assistance organization

: Requires the Joint Committee on Terrorism, Bioterrorism, and Homeland Security to include the feasibility of compiling information relevant to enforcement issues in their studies

: Requires the Revisor of Statutes to make all copies of laws, resolutions, and constitutional measures available electronically to the public and eliminates the printing of certain state documents

: Requires complaints sent to the Commission on Retirement, Removal, and Discipline of Judges to also be referred to the House of Representatives

: Allows the Budget Committee of the House of Representatives to impose limits on the amount of tax credits issued each taxable year
