AN ACT

To amend chapter 137, RSMo, by adding thereto one new section relating to motor vehicle assessed valuation increases, with an emergency clause.




Be it enacted by the General Assembly of the state of Missouri, as follows:


            Section A. Chapter 137, RSMo, is amended by adding thereto one new section, to be known as section 137.126, to read as follows:

            137.126. The assessed valuation on any motor vehicle shall not increase in any year over the assessed valuation of the motor vehicle in the previous year by a percentage greater than the same percentage of the increase over the previous year in the Consumer Price Index for All Urban Consumers (CPI-U) as prepared by the United States Bureau of Labor Statistics, or its successor index. This section shall not apply to the calculation of the assessed valuation of motor vehicles that are sold or purchased between assessments.

            Section B. Because immediate action is necessary to prevent the excessive increase in the assessed valuation of motor vehicles for property taxation, section A of this act is deemed necessary for the immediate preservation of the public health, welfare, peace, and safety, and is hereby declared to be an emergency act within the meaning of the constitution, and section A of this act shall be in full force and effect upon its passage and approval.
