AN ACT
To amend chapter 544, RSMo, by adding thereto one new section relating to field tests for controlled substances.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 544, RSMo, is amended by adding thereto one new section, to be known as section 544.378, to read as follows:
544.378. 1. At any preliminary hearing conducted in the courts of this state involving a violation of sections 195.010 to 195.425 and in any application for an arrest warrant involving a violation of such sections, the results of any field test listed under subsection 2 of this section shall be admissible as evidence of the identity of a controlled substance, subject to other substantive or procedural objections. In order to be admissible, the law enforcement officer who conducted the field test shall be trained and certified in the appropriate procedures for the field test.
2. Results from the following types of field tests shall be admissible, subject to the limitations of this section:
(1) Chen's reagent;
(2) Cobalt thiocyanate reagent;
(3) Dille-Koppanyi reagent;
(4) Duquenois-Levine reagent;
(5) Ehrlich's reagent;
(6) Fast Blue B or BB reagent or the salts of either reagent;
(7) Frohdes reagent;
(8) Mandelin reagent;
(9) Marquis reagent;
(10) Mecke's reagent;
(11) Nitric acid reagent;
(12) Sanchez reagent;
(13) Scott reagent;
(14) Sodium nitroprusside reagent;
(15) Zwikker reagent.
