AN ACT

To amend chapter 644, RSMo, by adding thereto one new section relating to water pollution.

Be it enacted by the General Assembly of the state of Missouri, as follows:

            Section A. Chapter 644, RSMo, is amended by adding thereto one new section, to be known as section 644.058, to read as follows:

            644.058. The commission shall not modify any permit by increasing or decreasing the volume of any water contaminants or pollutants authorized by such permit to be discharged from any point source, nor shall any existing limits be changed within the twelve months immediately before any new construction or operating permit is issued, until an independent and unique study commissioned by this state verifies the environmental and economic need for such increase or decrease for each stream segment affected.
