Removes the excursion boat loss limit, raises admission fees, changes the tax rates and alters distribution of the Gaming Commission Fund.

Revises the gaming statutes to raise the boarding fee for gambling boats to $5 per day, raise the adjusted gross revenue tax to 22% and give counties the option of eliminating the loss limit.

Proposes a constittutional amendment authorizing the general assembly to license certain gaming devices.

Declares the House's position opposing the imposition of any new taxes.
